According to Return of the Eight p.56, set in 585 CY, Tuerny was born "over 900 years ago", meaning -317 CY at the latest, and plausibly up to a century earlier (assuming that it would not say "over 900" if he were 1,000 or more years old). He was "around fifty" years old when he created the Iron Flask, giving an approximate date of -267 CY.
The approximate range is from -362 CY (if he was born 999 years ago and created the flask aged 47) to -264 CY (if he was born 901 years ago and created the flask aged 53).
